Make sure you downloaded the Interstate 1.8 Server Files, extracted the Interstate folder to desktop. Copied it. Pasted it into the server's Mod folder and clicked yes to replace everything. Then shutdown the server. Open server manager, check one of the new maps, set it as the new next map. Click start to start the server and see what happens. If not, try reinstalling your 1.8 Server Files. Could be corrupt.
